Skill of Player or the power of the character?

In a video Street Fighter player DSP posted, he says some interesting things about some of the stronger characters in the Street Fighter 4 Series. One of the things he talks about is how Sagat who was by far the strongest character in SF4, got nerfed. Because of this nerf, many people stopped playing him because he wasn't as good. Now when I saw this video, it did bring of some interesting questions. It seems as though in the USA, the top teier characters are praised and only learned, leaving the other lower tier characters to the waste side and no one ever finds out their true potential. Super Street Fighter 4 is a very balanced game. No chacrater is over powered, and you can learn a character you wish to and do well. One of the points made in the video is in Street Fighter 3:3rd Strike, some of the only characters you saw played was Yun, Chun-Li, and Ken (the big three). A good example of this is if you watch EV0 2008 3rd Stike tournament. In every match you saw in the EVO 2008 tournament DVD, you saw Chun-Li. Chun,Chun,Chun,Chun. All day. Its safe to say that 3rd Strike was not a very balanced game to most people. The 4 series changed that. However in the USA you still get the same top tier characters played. While some players still play who they want, they are told to switch to another just to win, forceing them in a way to play a character they really don't wish to. This takes away some enjoyment of the game without question and takes away from the game as some lower tier character's full potential will never be reached. There was no Sagat in the top 8 at EVO this year. Is it because when he got nerfed, players showed their true colors as medicore players? The game so far seems to be all about skill as no one thought that Justin Wong would lose to an Adon, as many people thought Adon was not very good. But as the Samurai say: " A sword is only as strong as it's master....."
